How Internally Displaced Persons Can Receive Outpatient Rehabilitation Assistance

Rehabilitation May Be Needed After Surgery, Due to Injuries, Prolonged Treatment, or Illnesses. Since the beginning of the full-scale invasion, the number of people needing comprehensive recovery has been steadily increasing. Helping patients return to a full, active life through rehabilitation is one of the key priorities of the healthcare system. Anyone can receive free outpatient rehabilitation services regardless of their place of residence or registration. The medical guarantee program includes the provision of free rehabilitation under the “Rehabilitation Assistance for Adults and Children in Outpatient Settings” package. Internally displaced persons can choose any of the 470 institutions across the country that have a contract with the National Health Service of Ukraine (NHSU) to provide this service. To receive outpatient rehabilitation assistance, you need to:
  1. Have an electronic referral for rehabilitation—issued by a family doctor or a treating physician (including physical and rehabilitation medicine specialists).
  2. Contact a medical institution with the electronic referral—the patient can independently choose the rehabilitation facility, department, unit, and rehabilitation specialists, considering their specializations.
Internally displaced persons, like other citizens who need outpatient rehabilitation, can access the following free services within the package:
  • Initial, intermediate, and final rehabilitation examinations by a physical and rehabilitation medicine physician and specialists from the multidisciplinary rehabilitation team.
  • Establishment of a rehabilitation diagnosis and development of an individual therapy plan.
  • Determination of a rehabilitation prognosis based on the rehabilitation assessment results for planning the further rehabilitation path.
  • Consultations with physicians of other specialties.
  • Provision of neurorehabilitation, orthopedic, psychological, cardio-respiratory, comprehensive rehabilitation, and other types of rehabilitation during the post-acute and long-term rehabilitation periods according to the individual rehabilitation plan.
  • Psychological assistance.
  • Selection, adjustment, and training in the use of assistive rehabilitation devices during the provision of rehabilitation assistance.
  • Training for patients, family members, or caregivers on care specifics.
  • Issuance of certificates, preparation of medical reports on temporary disability, and referrals to the medical-social expert commission and/or medical advisory commission, etc.
  • Adherence to the principles of accessibility and inclusion in providing medical and/or rehabilitation assistance, including using telemedicine methods and tools.

How to Find a Facility that Provides Outpatient Rehabilitation Services You can choose any convenient facility with an NHSU contract under the “Rehabilitation Assistance for Adults and Children in Outpatient Settings” package for rehabilitation. To find a facility, you can:
  • Call the NHSU contact center at 16-77, where they will provide information on medical institutions with NHSU contracts for outpatient rehabilitation for children and adults.
  • Use the “Electronic Map of Service Delivery Locations Under the Medical Guarantee Program” analytical panel/dashboard on the NHSU website. Select the region, settlement, and “Service Group”—”Rehabilitation Assistance for Adults and Children in Outpatient Settings” in the filter field. Where and How to Complain About Unlawful Actions If an internally displaced person is asked to pay for services covered by the Medical Guarantee Program or make a donation when seeking rehabilitation, it is a violation of patient rights and the terms of the NHSU contract with the medical institution. In such cases, a complaint should be submitted regarding the violation:
  • By calling the NHSU contact center at 16-77.
