In 2025, the National Health Service of Ukraine (NHSU) detailed the list of free services for patients in outpatient settings. Therefore, this year, the package “Prevention, diagnostics, monitoring and treatment in outpatient settings” in 2025 includes five services.
Here’s how the NHSU pays for medical services in outpatient settings.
Service “Consultations and treatment”
In 2025, 40 classes are provided within this service. If the patient received services from several specialists within different classes, these services will be paid for. For example, if the patient has a referral for a consultation with an ophthalmologist and a referral to a surgeon, the patient can receive consultations either on the same day or on different days. The NHSU does not limit the timing of consultations with different doctors and will pay for these services.
Services “Instrumental examinations” and “Laboratory tests”
In 2025, 5 classes of the service “Instrumental examinations” are provided, including Magnetic Resonance Imaging (MRI), Computed Tomography (CT), Radiological examinations, Ultrasound examinations, and Clinical instrumental examinations. The NHSU pays for one instrumental examination within one class per patient, which can be up to 5 examinations per day. For example, on the same day, a patient can undergo a radiological examination, ultrasound, CT or MRI, and one clinical instrumental examination (ECG or Holter monitoring, or audiometry, or another clinical instrumental examination), and these services will be paid for. Laboratory tests are paid by the NHSU without limits on the number per day.
Are ultrasound examinations of different organs paid for?
A patient can have ultrasound examinations of several different organs for free. For this, the doctor will enter the appropriate examination code in the electronic health system, which will include ultrasound examinations of several organs or systems, for example, examinations of the digestive organs and the genitourinary system.
Service “Procedures”
In 2025, 10 classes of the service “Procedures” are provided. This means that up to 10 procedures can be performed for a patient in one day, one per each class. For example, on the same day, a patient can undergo bronchoscopy under anesthesia, wound dressing, and intravenous injection, and the NHSU will pay for these 3 services to the medical institution. It should be noted that the limitation of services per class of each service does not apply to children.
Urgent (emergency) conditions without hospitalization
If a patient is admitted to a medical institution and assistance is provided without hospitalization during their stay in the reception department or the emergency and urgent care department or the 24-hour trauma point, the NHSU will pay for this service.
Preventive check-ups
Within preventive check-ups, the following services are paid once a year:
- Gynecological examination;
- Radiographic examination;
- Eye and vision examination;
- Hearing examination;
- General medical examination of the health of schoolchildren, students, and other specific groups of the population;
- Examination in connection with admission to an educational institution;
- Health examination of members of sports teams over 18 years old;
- Examination for admission to long-term care facilities.
Preventive check-ups of children, which must be carried out according to industry standards, medical examinations of children for participation in sports competitions, before their trip to a summer camp, as well as for adoption, are paid without limitations.
