Due to the full-scale war, rehabilitation has become one of the most demanded medical services. Professional rehabilitation assistance in restoring skills necessary for daily functioning and an active life may be needed due to surgeries, injuries, prolonged treatment, or illnesses. Depending on the diagnosis, patients may require orthopedic, cardiorespiratory, psychological, neuro, or other types of rehabilitation. Anyone, regardless of residence or registration, can receive free rehabilitation assistance in inpatient conditions.
The Medical Guarantee Program includes the provision of free rehabilitation under the package “Rehabilitation Assistance for Adults and Children in Inpatient Conditions.” Internally displaced persons can receive rehabilitation services at any of the 319 institutions in the country that have contracted with the NHSU for this package.
To receive free rehabilitation assistance in inpatient conditions, you can:
- Through an electronic referral. The referral is created by the attending physician, including a doctor of physical and rehabilitation medicine. With the electronic referral, approach a medical institution that has a contract under the package “Rehabilitation Assistance for Adults and Children in Inpatient Conditions.”
- Through transfer. If the patient needs further rehabilitation after treatment in an inpatient setting during the post-acute and long-term rehabilitation periods, they can be transferred to another medical institution or clinical unit of the same hospital. An additional electronic referral is not needed when transferring.
Internally displaced persons, like other citizens who need rehabilitation assistance in inpatient conditions, are guaranteed the following free services under the package:
- Initial, stepwise, and final rehabilitation examinations by a doctor of physical and rehabilitation medicine, and specialists from a multidisciplinary rehabilitation team
- Establishment of a rehabilitation diagnosis, development of an individual rehabilitation plan and program of rehabilitation therapy
- Determination of a rehabilitation prognosis for planning the further rehabilitation route
- Laboratory and instrumental examinations
- Consultations by doctors of other specialties
- Provision of neurorehabilitation and/or orthopedic rehabilitation, and/or cardiorespiratory rehabilitation, and other types in inpatient conditions during post-acute and long-term rehabilitation periods according to the developed individual rehabilitation plan
- Psychological assistance
- Timely pain relief at all stages of rehabilitation
- Transfer, if necessary, to other medical institutions or hospital units
- Training of patients or their caregivers or families on the specifics of care and prevention of possible complications
- Provision of nutrition and, if necessary, food products for special medical purposes, etc.

How to find an institution that provides inpatient rehabilitation services?
Rehabilitation can be carried out in any medical institution that has a contract with the NHSU for the package “Rehabilitation Assistance for Adults and Children in Inpatient Conditions.” To find out the address and contacts of the medical institution, you can:
- Call the NHSU contact center at 16-77, the operator will tell you which medical institutions have a contract with the NHSU for inpatient rehabilitation of children and adults, as well as the address and contacts of the registry;
- On the NHSU website, using the analytical panel (dashboard) “Electronic Map of Service Provision Locations under the Medical Guarantee Program.” Choose the region, settlement, and “Service Group” – “Rehabilitation Assistance for Adults and Children in Inpatient Conditions” in the filter field. Where and how to complain if assistance is refused or payment is required?
If an internally displaced person is denied services, asked to pay for services covered by the Medical Guarantee Program, or make a donation when seeking rehabilitation services, this is a violation of the patient’s rights and the conditions of the NHSU contract with the medical institution. In such a case, you should file a complaint about the violation by:
- Calling the NHSU contact center at 16-77, the operator will help you record the complaint.
- Filling out a complaint through the electronic form on the NHSU website: choose “Citizens” in the top menu, then “Feedback. Here you can leave your questions, comments, suggestions, statements, and complaints.” Or go to the link
